I'd like the cruise missile + Smart bomb combo (It's been called a tactical missile elsewhere). Maybe you can only launch it if X ships are in it's future AoE. X can be lowered by skills of course

Something needs to be done with Stealth Bombers. Tactical Nukes seem great to me. Bombers are made of paper though, so hopefully they will still be able to launch a surprise attack and no warning in local before it hits. Maybe a notification AFTE...

Mostly right. You can only give the bonus as a leader of something. Squad=gang in Kali, so you would just need to be the leader of that small squad for the bonus to apply.
